I have no party affiliations and have never registered with any of them
I am on the opt out register.
I am not on the electoral role open register.

Received a letter today addressed to me and the OH personally, full names not initials, from a local councillor touting for their vote.

Firstly where are they likely to have got my details from?
Secondly are they allowed to use the electrol role to get my info in this situation?
Are they breaking GDPR by having our full names on the official letter address, why do every other company use initials only...or am I reaching too far?

If it's full names including any middle names it's likely come from the Electoral Register.

Edit: it appears to be a valid use of the full Electoral Register, see item 2 below.

The full version of the register can only be used for:

electoral administration purposes (such as sending out poll cards before elections)
campaigning activities (for example, candidates and political parties sending election communications to voters, surveying opinions or fundraising)
preventing and detecting crime
checking applications for loans or credit
jury summoning in England, Wales and Northern Ireland

I had a letter personally addressed to me from a local ward counciller saying that I diidn't vote in the last elections so would I vote by post (for them) this time.
It struck me as odd, as I always make sure I vote, and I always vote for their party. It made me wonder if it was a pureley speculative mailshot to prompt people like my wife, who rarely bothers to vote.

Just the principle really. Not fussed about junk mail, but when it displays my full name (and it's not from my mum) i get annoyed that i am i forced to give my details but then they can be used campaigning activities.

thanks carl - would have been quicker for me to google i suppose.

I often wonder about the validity of this when you think that the electoral role has that info…the thief could get the info without having to dig around in bins or look shifty doing it?

Gosh yes.

Otherwise an enterprising scrote could deliberately misinterpret your post!

Would you rather vote in ignorance of any information about what they might do?
