I have posted this a couple of times, but in Consett, there's a fully signed* stretch of NSL between two 30mph limits which is less than 100m. I can hit the NSL and return to the 30 within the distance if I really *try* to but it involves max acceleration followed by pretty harsh braking. It also wouldn't be possible in a standard econobox - you don't need a supercar but you absolutely need a bike or something with a bit of go.
You can see both the NSL signs and in the distance although not immediately clear, but obv you can if you scroll along - the 30mph signs in the streetview here. Or alternatively, use this view to pan left and right to see just how close they are.
I doubt this is the shortest NSL in the country though. But not sure what else is? I did wonder if there may be implicitly declared ones of far smaller size under street lighting rules where the lights were slightly further apart than regulation but my (extremely brief) reading of the regs is that the lights would need to be more than 183/185 yards apart so wouldn't beat this.
Where do you get better than that one? In an ideal world, it'd be something you truely need a super(bike/car) to hit the NSL and return to the 30.

I’ve always been a little shocked that the whole by pass section around Consett town centre is an NSL road when many similar roads have 40-50 limits as a maximum. I tend to dawdle along those bits of road rather than aiming to get to the limit just because I know how soon I’ll have to slow again
