Its an advert for resprays
Its a Hare Krishna term, mostly known for its links to the game Grand Theft Auto.
In the original GTA, if you ran over an entire line of krishnas the game plastered "GOURANGA" all over the screen, you got a massive load of points and your cop count went straight up meaning you had to get a respray before you get pwn3d. I tried to GIS for a screenshot but the only one it found is a 404.

Its Hare krsna, in London approaching Christmas you always get accosted around Oxford Street by dirty looking types wearing woolley hats (to disguise their bald heads) asking for money for a childrens charity. If you give them some they ask you to read out the word Gouranga and "be happy".

From what I gather the gouranga signs started in the north of England around 2001, roughly the same time as GTA was released. IIRC Rockstar Games, and GTA, originate from the north of England...
Gouranga signs have been adorning motorway bridges for at LEAST 25 years, at least around the North of England.....It is a Hari Krishna term meaning "Be Happy", to the best of my knowledge.......

i actually always wondered that myself, then when i was wandering around chester wih the girlfriend we ran into a buddhist monk trying to sell us various things. one of the things was a sticker saying gouranga. he said its a word that you cannot say without smiling (try it) and therefore means be happy. thats why they are plastered everywhere, to make you smile
