OK this is from a press report - so it might be even worse than this brief outline:

Ten teenage thugs mill about outside store
Thugs enter store and one with ID buys beer
Others attempt to buy alcohol and are refused as u/a
Beer is stolen and thug confronted
Manager is threatened after challenging the thief
Shop asistant has beer spat in her face and is hit on the head with can
Lager is stolen
Shop staff hit panic button linked to local nick
Nothing, so dial 999. Twice.
Outside the store a shop assistant is knifed (not seriously injured thank god)
Police respond...two days later.
By telephone.
WTF?

Arrive PM to find gate open horsebox & horse gone
phone 999 wait around for 4hours at field
(SOC so to speak)
plod rings two days later to trumpet
'we've found it on such an estate some and get it or we'll fine you
sent tow truck to get it at once but it'd gone again as plod had left it unattended

wait further five days for visit from
'rapid response unit'
followed 14days later by victim support pack

all this despite local nosey horsey community, spotting stolen trailer amongst pikey scum encampent within hours of theft

get this then, wifes friend sexually assaulted in park while walkng dog, rang Police, too busy, 8 Months later still not been to see her!! WTF!!, meanwhile she has seen him go into his house and reports it, still Police too busy to see her??, she has now been sacked from her job, and stil the Police havn't been out to see her?, eh??, she will probably never work again because of the stress caused to her, no help at all then?, she is now on the dole!! cos of it!!

I had an XR2i stolen in '01 - They found it the next mornig and called me - It's unlocked & hotwired in the middle of kitt green. They then left it unattended while I made my way there! Game over, gone again.

This can't be a decision made by anyone on the ground, noone can be that silly. It's got to be a policy from on high... possibly somehow involving statistics/league tables/box ticking?
