Previous threads on this subject suggest it is perfectly legal as they get permission to use the bus stops for scamming.

Yep, I heard they get permission from the buss companies, I think. Why would they give these parasites permission who knows.

Because they are anti car. They hope you will be so fed up with the hassle that you will 1. Use their bus which will bring money in and 2. the less cars easier for them to get around.
