My interpretation of this is:
6pm to 7am - Anyone can park (although it may be a bit rude to block a charger)
7am to 10am - Charging only, no need to buy a ticket
10am to 4pm, Charging only, also have to buy a ticket
4pm to 6pm - Charging only, no need to buy a ticket

Any other suggestions?

The council website says "parking is free if you're plugged in and charging" which contradicts this.

I've also emailed the council who have told me that you don't need to get a ticket if you're charging in any bay. But I'm pretty sure the signage says otherwise.

It can actually be cheaper to charge than park in some cases.

My reading is that between 10:00 and 16:00 anybody can park provided you buy a ticket. It is in a separate section of the notice.
