ULEZ advice order for recovery of unpaid charge

A friend has received this letter below regarding an ULEZ penalty

He only received this letter at the end of October , no other correspondence was sent from the traffic enforcement centre . The offence date was 26/05/23
It appears to have already gone to County Court on 04/09/23 .
He has checked with his employer who have gone through pay role and confirmed he was at work in Dorset on this particular date . He is the registered keeper and sole driver of the vehicle , The employer has written a signed confirmation letter , that he was at work in Dorset
I can only assume the car was either cloned or its a mistake by ULEZ .
He has send a letter directly to the Enforcement centre with proof from his employer , has anyone ever experienced this ? and anything else he should do thanks

You haven't said anywhere that it wasn't actually him

A pal of mine got a speeding ticket for an offence in Hampshire, in reality he was Ona ship in dock in Edinburgh and sent a copy of the ships log signed by the Captain, ticket cancelled.
I can definitely see a ride inclined vehicles with all these schemes to squeeze more money out of the hard up motorist

Do you think they just pick a few reg numbers and send them out in the hope no one will check?
Cars do get cloned and I had a plate cloned from a car that had been sorned for two years out of sight so the only reason for that happening is someone at the DVLA selling sorned reg numbers.

Which happens to be at the same location as Northampton County Court ? Explaining that he has only received this letter and not the initial
Penalty charge notice with supporting evidence from his employer that he was not driving at the time of the offence .

Reading the declaration , It states
tick the box
I did not receive the penalty charge notice
This seems a strange sentence to include on a document after initiating court proceedings , its almost as though The Enforcement centre are acknowledging that Initial Penalty charge notices are occasionally not sent out ?
It also states you need a Lawyer to confirm your signature at your expense
If I received a letter that was sent to me from an agency , where they had not sent an initial letter for me to respond and I had proof I was not in the area at the time of the offence , I would be sending a very strongly worded letter back , and I would not be paying for a solicitor to countersign it either .
Surely they have his letter and information from his employer to rescind this , I would not imagine he would not be lying or getting his employer to lie when if proved otherwise it would be Perjury ?

Clearly must be cloned/ "blag" plates if he was not at the Blackwall tunnel at the time (unless someone else was using his car). Have you looked at mileage, is he the only one with keys, was he using his car elswhere at the time???My daughter had her plate cloned and was contacted on more than one occasion for speeding and parking tickets as well as a couple of crashes. It was some scumbag in London (she is in Kent) and more recently the car was stolen (Black Fiat Abarth).
As suggested ask for a picture and that will usually clear it up quite quickly due to differences in the vehicle between his and the pictured one.
Just to add, obviously an intelligent scumbag will not look to clone a SORN'd vehicle so would put that down to stupidity or bad luck on their part.

which would be pretty stupid as they would have a photo and ANPR would have shown him on the M3 .
It looks like a cloned plate was used , or ULEZ have mistaken his number plate ,
