Unloading in cycle lanes

Mandatory cycle lanes, the ones with solid lines - can goods vehicles load/unload in them, or is that a no-no? If it is prohibited, can somebody post a link to the legislation?

That article looks like it’s from 2019. I believe there was a further change in the law in 2022 which gave councils the power to enforce mandatory cycle lanes with CCTV. Do you know if along with that there were any changes to the pre vs post 2016 thing?
