diesel spill -worth reporting? to who?

rough family over the road have a mattress size diesel spill under there car , and it drops a dinner plate size patch every few feet at it drives away , reluctant to get involved but i can see it having some motorcyclist off with the amount its dropping

is there anywhere i can report it to that would sort it sharpish? thinking not !

Council Highways department should sort the road - no idea about the car.

Slightly different but, I did once come across a big diesel spill on the exit to a a roundabout - rang it in and the Council came out with a gritter, presumably full of sand. It was the middle of summer, so I was surprised they had one ready.
