Parking Scam On Bank Holiday

I parked on a single yellow line on a bank holiday Monday on Queens Gate in London, since there had always been no parking restriction on a bank holiday. Coming back to my car I was dismayed to learn that I had been ticketed.
I found the parking attendant (thief) and asked him what had been going on and he said that "He had been asked to ticket all cars even though this had never been the case in the past on single yellow lines on a bank holiday.
I have straight away appealed the ticket, but this is clearly a try on, how many people will not bother to appeal and just pay it.
Anyone else had a similar experience in Westminster.

I wanted to check this out as I too have previously parked on a yellow line in Westminster on a bank holiday. However this is usually in the Mayfair / Oxford Street area for shopping. I checked the C.O.W. website and it is very confusing (probably deliberately). It lists the zones and the controlled hours for P&D and residents, some zones are restricted on bank holidays and some are not. However do these apply to the yellow lines as well (?).
Queens Gate is divided between Westminster and RBKC, at least the RBKC website is clear all controlled hours and restrictions are in force on bank holidays throughout the whole of RBKC. The Westminster site says that restrictions in the zone that covers Queens Gate says that restrictions for P&D do apply on bank holidays but there is no mention of yellow lines.

It would seem that my grounds for appeal are:
1. That the rules appear to have been changed.
2. That the signage was inadequate. There appears to be case law which states that this is good grounds for appeal.
I even asked one of the stealing barstewards and they misinformed me (deliberately?)

In a CPZ there is no need to place the signs giving the times of a single yellow at intervals. Parking restrictions should be shown on the sign entering the CPZ. But if there is a double yellow and then followed into a single then at the point of the change a sign should be present.
The other thing that may confirm what is waht is to have a look at the Order making the restriction and which will show if Bank Holidays exempt.
Bag away at them to Adjudicator stage if you can present evidence of bad signing.
