The motorway ones are still enforcement wise handled by the local constabulary. HA just manage and maintain them, tolerances / enforcement thresholds are all set by said local constabulary.The NIP will come from roads policing or equivalent for area.

Check out the road on Google maps, you can see whether the cameras point at the front or rear.
