So in January I parked with my disabled son and his blue badge in a car park that stated no need to pay. I don't mind paying but if its free then great. Soon after the car park changed to a different system where you paid for a blue disk ticket. Between my stay and the PCN i have just received they changed the rules.

In order to challenge this I need to establish that when I parked it was free (for blue discs) and after when it charged. Is there a way of establishing when parking conditions change ? I would expect that a change in conditions are regulated and the before / after status is recorded ?

As stated - I will happily pay but what annoys me is they have applied a fine to a dateline before the changes.

Are there any Google street view images depicting the signage before the change of rules? The more recent the better of course.

I'm not sure about any websites which track changes to parking rules - given the number of car park owners, I'd guess it would be impossible to do it properly - but if it's a council car park then it's more likely to be documented online or via request to the council.
