PCN - Can I challenge it?

I made a mistake in parking for a few mins in a good loading and unloading bay 24/7 on a Sunday afternoon in New Malden when I popped to the shops

I saw that the warden has mentioned he observed the car for 1 minute (14:47 to 14:47) ,I wonder if they need to observe more than a minute before issuing a ticket and if that is worth challenging or should I just pay the fine as its my mistake anyway!

Why should they have to observe more than a minute, do you think?
