Speed camera van query

Drove past this earlier at a GPS-via-dash cam indicated 55 in a 50 (yes, I know, clink for 1000 years). No rear windows open and stickers in the way. I'm sure I'll avoid a contribution to the treasury and a SAC but was this van even on the lookout at the time? Or were the local constabulary on lunch/not arsed? Could it be that box of tricks mounted to the roof? Never seen one before.

The camera gimp was possibly at the front of the van. Could well be urban legend but I think no-one gets done below 57 as making trucks drive under 56 (in the 50 zones) is deemed wasteful and bad for the sparrows. Or maybe as said above, the truckies know no tickets are issued for 56 or below.
I do indeed find that close to zero trucks ever drive at 50 or so in these zones, and I am often angrily tailgated if I am on 50. Just as often overtaken, too (by trucks).

Slightly off topic, but how much would a solicitor/barrister cost to use in a simple speeding case (I realise simple might not be the right word!). I've had a few cases where people have used them and lost. Even if they won wouldn't it have cost more than the fine or can they get the costs back?

To be fair could any part of the country where speed limits have been reduced and vans/average speed cameras are appearing on a regular basis
I think they are now also using them a lot for phone crime and seatbelts, so they can often be adjacent to the road. A few pointers most will know, you can find their locations online from the local council, even see the vans they use (not updated well)
And obviously look for the signs, you will very rarely see plod with handhelds, but vans are becoming more popular.
Mainly because they realise that they can make a stack of money from them by placing a van right near a speed sign, that van spot might be a long way from where the accidents occurred that allowed them to use the van in that location. You cannot place a camera van anywhere, there are rules, there has to have been a number of incidents in a location to allow it, a regular camera can be put in that location, like school etc, but a van just goes to where they are going to make the most money, potentially a safe area, but near the sign to maximise profit as you see the sign and are potentially over as you pass it. Good business is where you find it.

Last year our council said they were considering buying another van to generate revenue. No mention of safety improvement. This was in a circular prior to revealing the upcoming budget announcement. No update on that van yet. Just prior to the 20mph fiasco most fixed dameras were removed. Mainly the older type of film version not digital. None yet reappeared. My thought was they were being upgraded to handle the 20 limit but the pists were removed, not just cameras. The power point boxes are still there.

The council don’t enforce speed limits so good luck to them for that plan.Wrong.
