My 85yr old neighbour was aggressively abused by a woman!

I found out yesterday evening that, on Monday 23rd, my downstairs neighbour Dennis, a frail, 85yr old, absolute gent, having just got out of his car, saw a woman pull into one of our private bays and park up. He approached the woman and politely started to ask if she was visiting somebody in our block of 4 flats. She immediately started to aggressively tell him that, as she had a Blue Badge, (no sign of one), she could park where she wanted, for as long as she wanted! Not true of course, I have a BB so I know the restrictions. The car is still there today, and if she gets away with leaving it there until after the holidays, we will have more problems than ever!
I have the reg. and she even gave her address in the complex opposite. She was so arrogant and aggressive she obviously thinks she can get away with intimidating a frail, white haired, old man! b
h! I will be calling Hull City Council on Monday morning, who issue our blue badges, and I'll give them the reg. and address, but don't know if they can trace her without a name, if she even has a BB! She risks a fine or even losing her BB for intentionally parking in a private bay, and obviously her intimidation of a frail, white haired, old man! I know some PHers have been able to find certain details in the past 
and wondered if anyone can help me cause the bh some pain? 
Privately of course!
NB: Dennis is an absolute Gent and polite to the extreme. He would also take some persuading to speak to the police, he's too old for that level of retribution, so getting some payback on the BB is the only option at the moment!

Assuming as described, I'll go against the grain here and suggest that not making it clear to this woman that she can't do as she pleases simply enables more of the same entitled behaviour. Too many of us, me included, simply shake our heads and walk away.
I did step in when an elderly neighbour was being abused in the street and that nearly ended up with me being assaulted, however the local fkwits involved have been on their best behaviour since.

Its People with your attitude fella that are partially responsible for the Country being in the state its in . This idea that People can simply do as they want without any responsibility or regard for others is to my mind a wrong one and rather than acceptance it wants dealing with in the most robust terms .te Karen some retribution grief? t into submission at every opportunity ?I had a similar situation with Muhammad a few doors up monopolising the visitors parking . For month after month he would occupy all three bays with junk he had picked up from the local auction neither taxed insured nor anything else . Prior to this I even watched him saw a DVLA clamp off one of his scrappers then drive it round the corner to hide it . He was told the position and now we have no problem .

Its People with your attitude fella that are partially responsible for the Country being in the state its in . What we are saying is that we aren't prepared to accept beingt suggestions like causing damage to her car from internet tough guys that makes things get out of control. Public morality seems to be in freefall and I'm not sure there's any way back now but I do think more people need to be called out for socially unacceptable behaviour.
Obviously I don't condone criminal damage or violence but simply telling these people what they're doing isn't acceptable should be encouraged.
