The arrow means the regulations refer to the stretch of road in that direction, to the left of the sign is presumably another set of rules.does the sign means i can park with out permit.. also what does the arrow indicate ?

I'm often puzzled by these signs. Why not put the times that it is permit holders only? Then it would read more sensibly in my view. It says permit holders only then gives the times anyone can park there.
Also what does HTCN mean on it, never seen that before. These signs tend to be quite cluttered so you have to park up then go and read them to work out what they are trying to tell you.

h for parking. Worst I saw, there were 6 different painted boxes and 6 sets of rules on a 25m stretch. That was in Kensington though. And yes I did get a ticket, because I read the wrong sign for my parking box.

Saturday 9:30am - 12:30pm
That tells you the times in which the next rule applies
Permit Holders HTCN or Pay At Machine
So during the hours displayed you must have a permit OR pay at the machine with a maximum 4-hour stay. Outside of those hours, parking is free for all.
