So it used to be the norm, if you ever received one to ignore them. "it was an invitation to pay" blah blah blah. It's was them proved in England they actually were enforced. People ended up with debt collectors and sheriffs officers on their door steps. However in Scotland it would seem that's very different. Is there a different by law or something that causes difficulties in enforcement of private tickets up there as all my friends still say bin them?

It is quite simple really, it is a different country that has a devolved government that has the ability to set it's own laws.

So, in answer to your question, yes.

Whether "bin it" is the best advice may be a different matter mind.
