Driving to Leicester today via the M69, Ended up being in a rolling road block by the BIB Whilst they tried to TPAC a Skoda. Quite a few marked traffic BMW's overtook before said Skoda come up the hard shoulder at a rate of knots with another marked car in pursuit, Reason for the title question is as the Skoda went past (newer shape VRS in white also sporting a BX plate) it very much fitted in with the fleet which I found strange, Helicopter was present. I did wonder was it:

A) Training exercise
B) Some brazen twocker has taken one of their cars
C) It just a total coincidence that the perps car could of fitted in with their fleet.

Sadly didn't see it stopped or anyone detained hence the question.

Almost certainly a training excercise. It's common practice to use a rolling roadblock to create a "sterile environment" on public roads for TPAC training.

Probably a TPAC course, we used the M1 for our TPAC training on the motorway ( Notts ) which could be fun!

We got a mention from Sally Traffic on R2 one year I remember.

Training very likely. The main Leics police HQ is just past the end of the M69/M1junction.

Thanks fellow ph'ers, Did think as much as when the skoda went to escape the movements were of a more calm and collected style as appose to aggressive and quick that would unsettle the car, Thinking me to assume it was someone with abit of peddling experience. Was great to observe.

The rolling block is part of a live TPAC. It’s not just for training.

Had it been a real chase, the target car would have smashed up as many police cars as possible before being crunched into the armco.

Use use that road nigh on daily heading back to yard at Leic , very rarely see any police , very quiet road other than last mile / two where it joins m1 , then it’s only really rush hour .

I would imagine the M69 makes a great training road for the police.
Very straight and relatively quiet compared to M6/M42.

Seen it go wrong, when half the TPAC got caught in the rolling road block when they appear to have decided to do the stop early. There was some confusion while a couple of police cars fought there way out of the stopped traffic onto the hard shoulder.

In the 80s the M69 used to have about 3 cars it's whole length at times, great place to see if your car would do 71 hehe

The M96 is a genuine purpose built training motorway. A happy coincidence you asked about the M69.

Think it was probably an exercise, there was a moment when the cars stopped close to the armco, then drove off again, i was on the other carriageway, also noticed a stationary marked car (observer) on the bridge on Luchgate Lane Between Aston Flamville & Burbage
