Speed humps and 20 limits in every road

In Harrow and Brent (nw London) gradually every non-main A road has speed bumps and cushions installed, (and lately lot of 20 limits being implemented too, which is clearly the next project).
How is it possible that (presumably eventually) every single road will have speed humps? I’m just wondering what mechanism allows this, is it just allowed to be ordered by some councillor in charge of roads? Does no necessity need to be shown? I’m not up on how these council matters operate.
Broadly brush estimate I reckon it’s probably at 60%+ already. They recently resurfaced 2 roads near me, beautiful new tarmac! 2 days later the next team comes round and installed the speed bumps. Awful.

I don't understand why they need both, if there are humps why impose a 20 limit? You cant go faster in most cases without wrecking your suspension.
Lefties gone mad. That said, Harrow council went Conservative last election, I understood they were scrapping a lot of this crap.
Ealing has a blanket 20mph limit, all but the main roads are 20mph, must of cost a fortune to design and implement, just so they can tick a box. Councils' have no money you know.

London Boroughs are the highway authority within their boundary for non TfL routes so they can do what they like. The councils get inundated with complaints about speeding vehicles (in residential areas) so I can't really blame them for trying to slow stuff down. As you will have no doubt noticed, not many people pay attention to speed limits unless they are camera enforced so speed humps are more effective.
It is and always has been a method to make as much money as possible from the motorist in an effort to gently blackmail you out of cars, has been the way for decades now. C)2 contributes such a tiny amount to the atmosphere, yet we are blinded by politics and the media (read huge corporations who want to make money) this is why we must not drive
Yet daily thousands of flights take place that dump far more into the clouds, ships sail using some of the dirtiest fuel around.
But we need everyone to go as slowly as possible because of numbies.
It is all part of the big plan to con us.
Why has the Dartford Crossing gone up> Bridge was paid for decades ago, no staff anymore yet it goes u a quid, why? because it makes 250 million a year and it all goes to the government, that's why?

"They" don't want to con you out of your cars, as that removes the revenue stream.
They do, as that suits the green agenda, puts you all in buses and trains that are privatised and earn money for the people that actually run the country.
You seem to miss the point, taxing the motorist serves two purposes, yes to squeeze every penny they can, but also to serve the green agenda, they can wilfully do what they like.
And being petty suits nobody, grow up.

It last increased in 2014.Inflation in that time is 97p of the £1 increase. Hardly a con.
As to no staff anymore - it must be self-maintaining, self-painting etc. Amazing.

Speed bumps aren't a great way to control vehicle speed, road surface texture, narrowing the roadway, slaloms, removing/altering road markings, etc. all work much better. Limit signs on their own are s

Once you understand, they don't want private cars on the road and that you should be walking or on public transport, it starts to make a bit more sense

See how the Netherlands has prioritised pedestrians and cyclists over car users for the last 30+ years and their economy hasn't collapsed? Exactly, but apparently that is not common sense, seems bloody obvious to me in a horrid 1984 control type of way, the green agenda is about removing cars as personal transport, leaving space for more trucks, logistics parks etc. Planes will never be clean, but it's far easier to try and tax blackmail people out of cars

That would be the Netherlands that is nearly twice as densely populated as the UK ?The same Netherlands that has a worse road fatality rate on the roads per head (38 vs 25) than the UK?

I get that its a car forum and I'm barking up the wrong tree here but remember travelling by car isn't the be all end all. It is possible to walk/ cycle etc. Give it a try, you might actually enjoy the exercise, fresh air and not needing to find a parking space.
Besides, your car utopia exists, it's called Birmingham. Speed limits and red lights are optional, and pavement parking is the norm. Something tells me most posters here wouldn't like it much...
