I was leaving Keswick today and passed this camera in a temporary 30 mph zone (normally national speed limit).

It looks to me like a weather camera/instrument. Does anyone know, hopefully it's not one of those new fancy speed cameras.

Any thoughts/local knowledge?

Pretty sure that's a weather station, it is certainly not a speed camera.

Would a 'full disclosure translation' of the OP be something more like, "I hope to god this isn't a speed camera as i definitely wasn't doing 30..! yikes "?

The bit on top looks like an ultrasonic wind speed sensor.

Probably a temperature / humidity sensor on the left. Box on the right might be a tipping spoon rain sensor (counts mm of rain)

Definitely a weather station. Had a look at National Highways and Traffic England and it doesn’t appear that they publish the output which is a bit annoying. The weather stations on the trunk roads in Scotland do publish their output which is handy in the winter.
