Surprised about that because most schemes enforced by ANPR tend to drop tickets issued once people get used to the restriction and it's on waze etc.
Not necessary for LTNs but there is an argument to be made that if a restriction is consistently being ignored there is something wrong in the area, maybe signs etc.
Also, they aren't designed to make money, it's a by product. Some LTN's aren't enforced and use physical closures but they are often criticised due to access issues, so they are left open with permit schemes for locals / police etc. with a camera and then they are criticized for things like this.
