Yellow box appeal - how long for council to respond?

Hopefully it's a simple answer to a relatively simple question.
I received a ticket for an alleged yellow box offence in a work vehicle. I sent my appeal in good time on 11 February. I've checked and the matter is still 'on hold', with the call advisor telling me 'it might take three months'.
I can find some info for other councils and boroughs stating the time limit they have to respond to the appeal is 56 days, after which they are deemed to have accepted the appeal, but struggling to find anything equivalent that mentions yellow box offences. Can anybody help or advise?
