Vehicles to remain stationary whilst patrol is in road

I lost my Solihull virginity the other day going to a work thing, and tbh it was quite a lot nicer than I expected it to be. Anyways, a couple of miles from hotel on the way to KFC (precisely as "nice" as I expected it to be) there was a road sign I've never seen before - you can see it here (and there's one leaving the roundabout as well.

What does this mean? My immediate thought was it's about lollipop ladies but a) there doesn't seem to be a school especially close to there b) someone who ignores a lollipop lady is unlikely to read that sign. Vehicles to remain stationary whilst patrol is in road.

That's right (in my defence it was very convenient - was in a Tesla and it's very close to a supercharger, so it made a cunning route). I linked to a streetview picture of the sign in the OP but if you can't see it for whatever reason (well both of them - they're in both directions) it is outside a pub called the Woodmans Rest. Well that's the only interpretation I could come up with of "patrol", a lollipop lady, but a) it's a very obscure term and b) the sign doesn't say anything other than the law and why on earth would someone obey the sign but not the lady herself?
