Hi folk i need some advice on my PCN related problem

During my commute to work on the 20th of March I parked at my usual car park (EURO CAR PARKS) site and used the ringo app and paid for it and but when I came back I saw a PCN notice, on further observation it was found that the Ringo app has selected another Euro Car park site nearby but having the same site name as 'Walnut tree close car park' and I had paid for that one instead of the one that I parked in accidently.

I appealed to Euro Car parks and they rejected my appeal on the 16th of April as such I instead of going to POPLA I paid the PCN fine and got an acknowledgement email from them confirming its done and the PCN is closed.

But on the 19th of June I get a letter from a company called Debt Recovery Plus asking me to pay up £ 170 or face action for an unpaid PCN
on closer look I found that the PCN no is different on their letter but with the correct vehicle reg no and car park site and date

How do I get this rectified as a look online says that they dont reply email or answer calls

Is there a body where I can complain and get this sorted?

The most important paragraph of that post doesn’t make sense.

I believe the phrase you need to say to the debt collectors is 'I dispute this charge', and then you need to collate all your paperwork to show the original PCN and your payment.

If you have already paid the fine to PCN then you need to get DRP to give back the (now non )debt to them or just cancel it flat.
Their online site gives both a telephone number but more more importantly a contact email to use.
Email them and cc PCN and also do that the other way round too stating you have paid the fine and that is the end of it and you would appreciate confirmation of that.
If no reply from either then email DRP’s ceo with a request for his team to look into.
