It would help if the terms were better understood.
If the police resold EPAC machines, the full term for e-bikes.

And then referred to those that didn’t comply as electric motorcycles even e-motorcycles, then they would use those terms in the sales.
Crush the e-motorcycles and resell the legal e-bikes.
It doesn’t take much working out.
