Parking penalty charge - pay?
Discussion
I received a parking ticket for not displaying a valid pay & display voucher. The ticket was issued at 8.47am, and the restictions are in place from 8.45am. I missed out by 2 minutes. Obviously I am annoyed, as it was showing 8.45 on my watch, but do I have grounds for an appeal? Someone said you were allowed 10 minutes 'grace', but i'm not sure i believe them. Any advice welcome, before I hit submit and pay the thing online.
Cheers :)

Show that the meter is showing the wrong time. Go down there and find out the exact time by phoning the speaking clock on your mobile. If it is two minutes out you should be ok.
If they disagree, and say that the true time would always be the time shown on the meter, even if it says this, this in legal terms an 'unfair contract'. For example if their clock malfuntioned by say 3 or 4 hours it would give them the legal right to ticket all of the cars! Obviously this would be rediculous.

Thanks for the replies. The date for payment is today, so how do I proceed? Do I hold out for an appeal, and face the £60 fine, or pay it today and take the £30? I'm really annoyed with the whole situation as 2 minutes is nothing! I've yet to check the meter for the accurate time. Cheers
