Has anybody else noticed how after a road has been resurfaced the installation of the cat's eyes take forever?

Actual case:

Road unlit was 60mph, reduced to 40mph by humpties for no reason. Single carriageway. No footpath. Sweeping blind 90 degree bend.

Road re-surfaced Mid June. No cats eyes put back. However centre hatched area for turning right is painted.

Aug 12th mailed Kent Highway services - will pass to Guys in Gravesham.

Sept 20th - Nothing to do with Gravesham its Tonbridge and Malling.

Oct 25th Cats Eyes installed.

However, I have noticed that as the road has a hatched turn right in the middle of the road, the cats eyes are only reflective on one side of the hatched section - thus making the road look less wide than it actually is.
Anybody else noticed this, or the increase in missing cats eyes?
