Discussion
This so called league table is based by Home Office on synchronised organisational programmes generated to have the various Forces tackle responsive logistical potential and application to optional monitored capability equal to each and every Force. Ignored in this equation are balanced transitional concepts required due to population, social factors and terrain etc. A parallel policy capability will show that it is the indigenous population that generates responsive policy projections.
Therefore society, which is crap, gets the Police it deserves.

I would be very interested to know how I can influence the decisions made by my local Police force (Dorset).
I fill in the questioner, which comes with the increase in Council tax ( police portion) every year. The questions are of course carefully weighted but the outcome is listed. The main problem as percieved by the respondents to the survey is anti social behaviour with speeding motorists well down the list. This percieved response by the Police is inverse to the results.
I do not see how we get the Police we deserve. The average person has no more chance of altering the operational decisions of the Police than they have of getting the BBC licence fee terminated. Democracy is dead in Britain.

Actually what does this report mean? I strongly suspect like most HMG stats square root of beggar all.
To take DVD's last phrase, does it mean our society is less crap than the rest of you? Judging by the recent shenanigans outside the wine bar and quantity of claret spilt (no pun intended) not sure about that one.
Does it mean our lot are better at dealing with our crap bit of society? Christ knows.
Suspect it is just one part of the 43 > 30 reorganisation, justifying certain unpopular decisions about to be announced.
Speaking of the restructure. Note that Stevie's mob up in Cumbria have thrown in the towel and said they want to be merged with Lancashire and Merseyside.
Our lot have given themselves a real fence induced wedgie by declaring they want to merge with West Midlands, but with retaining a Greta Garbo option of "Ve vant to be alone."
Will it all result in more scrotes going down the steps is what we want to know.
I give up.

No it won't.
The prisons are full, and putting people in prison isn't seen as the way forward for most low-level offenders anyway.
Education is seen as the key.
Your opinion may be different.

I suspect it's much the same as it has ever been.
The statistics are meaningless. Are West Mercia much better than Cambridgeshire ? I doubt it. Can someone explain to me how a comparison of Manchester and Cornwall is in any way coherent ?
Probably what these figures reflect is some social shifts but mainly the amount of time and money wasted on fiddling the annual returns.
I did read Norfolk's (where I live) annual report once, and a bigger load of old boll*cks I've yet to hear.
The Police probably perform at about the same level as they've always done.
What drags results down is the waste of resources - money and manpower - in an attempt to gerrymander the league tables.
It's the same in everything else as well. All that stuff about fraudulent GNVQs being used to cheat exam results is 100% the truth.

Agree with that.....there is something fundamentally wrong with our society and throwing people in jail is curing the symptom not addressing the cause

Both of you misinterpret what I mean by "going down the steps." Could have used a better phrase, accepted.
Rephrase:
Flat in Fifth should have said:
Will it all result in more scrotes getting collars felt and nicked is what we want to know.
What deters offenders be they criminals or motorists to keep on topic is the fear of being caught.
OK there are some who don't give a stuff and maybe there is more than one way of dealing with these hard cases. Though I would argue that in such cases whatever the solution some restriction in their liberty will be involved. No? So what else are you going to do to break their attitude?

Well, current government thinking is something like "be nice to them and they'll learn to be nice. If they don't learn it's your fault for not being nice enough".
Seriously !
And we can see how *well* it works.
....except if you're a motorist (aka spawn of the devil). Then it's, "Be nasty to them and they'll learn to be submissive. If they don't learn it's their fault and we'll be even nastier next time". And we can also see how well that works....
