Driving home last night and they had closed off the 1st lane for some half a mile or so between j1 and j2 coastbound on the M20.

Now I thought all roadworks were max 50mph now days? yet there were no speed limit signs. (no workers either!)
And I thought if a lane was closed they had to give you 2 miles warning: 2 miles out big roadwork sign on both sides of the carriageway, then 1 mile out, and so on. All there was a 800, 600, 400, 200 lane closed signs and I think these were only on the hard shoulder. Didnt see any actual Road Work signs - was late though.

Speed limit:

Only if a Temporary Order made. Seems not.

Signing:

There is a 'Bible' that HA/LA follow in relation to signing of temporary obstructions/lane closures. Problem is that this work is farmed out to civilian contractors who, it would seem at times, do not follow set procedures.

Is the M20 covered yet by the Highway Agency Motorway Police?. If so and signing defective they are not doing their job. Wet night?
