blue scamera van

hey,
just been to oxford shopping, on the A34 at the 40 sign about 400m from the M40 roundabout i noticed a dark blue van sat next to the 40 sign it was the size of a sprinter van with 2 cameras in the backdoor, the only signs on it were on the side which were orange not hi-vis and about the A4 size the first said ANJP the other had a camera sign! i was just wondering if this was a new scamera van to the white ones around or if it was for some other reason ie Car tax recognition or something else!! i was interested and wondered if anyone knew what it was?
