April 2007 - "Speed Camera Law Change"

All,

Read in a National Newspaper today that from April 2007 Speed Cameras no longer have to be painted Yellow and that they will be located "To Catch Speeders and NOT at Accident Blackspots"

Would someone like to Clarify this report and if it is true would someone also like to Justify it.
