Hiya
Spoke to a very nice woman at the Transport For London.
The main issue I had was that I received the ticket 17 days after issue, which I thought was outside the 14days that it had to be sent in.
Although a Bus Lane penalty isn't a "criminal" offence (that's interesting enough anyway) Transport for London have to adhere to a 14 day issue code of practice, in fact she said they try and issue within 7 days.
So apparently I have cause to appeal and unofficially that's what she advised me to do !!
Ah forgot to mention this bit:
THe issue date on the ticket is the 4/01/03, but the post office datestamp is the 10/01/03 - they could argue it's the post office's fault for not delivering the letter - anyone got any ideas. It's not a "franking" date (there's isn't a franking date on the envelope). This is a date stamp from the sorting office.
It's not the money - just principles !!
FYI - the video camera is facing eastbound towards Hyde Park Corner and is setup to catch people nipping into the left lane, to turn left up Park Lane.

On the basis that this is on the same rules as an NIP, the issue of the notice was clearly within 7 days, so I don't think an appeal will do anything. The time 'limit' is for issue, not receipt.

No way. They have to put it in the post within 14 days. Otherwise they could get away with backdating paperwork, or just leave it lying around for a few weeks before they bother sending it. Go for the appeal.

Assuming you typed that correctly even today it's only 12 days after the issue date....Was it not issued on the day you were caught??
I think you misunderstood, the offence was before Xmas (as stated in another thread). If there is no franking date then the only proof of posting is the sorting date of 10/01 which is outside the 14+1 days
(+1 is because the 14 starts from the day following the offence).

Interesting this, a company I worked for some years ago used to back date documents occasionally, and wind-back the franking machine to make it look like things had been sent out earlier than they had. When customers complained to the PO that their mail was being delayed, the PO started date stamping the date posted on the envelopes to foil our cunning plan. Wonder if that's what's happening here? A quick call or visit to your local sorting office should tell you if that's the case, and strengthen your appeal.
