speed camera ?

hey all,
any ideas what this was ?
driving through Greenford and came across a board which had on "SLOW DOWN" permantly on, on top it had like a detector (like you see on traffic lights) as there was several cars in front of me all doing around 30, no probs..
then I saw a yellow stealth van... again no probs.. traffic sppeded up a bit "THEN" I saw another self same sign with detector above it...
is this something akin to SPECS ?
could we have been done ?

Definately not 'SPECS'. Anyway, if there was a cash-collection laser camera van between them they couldn't be any sort of average speed cameras since it is only possible for you to be done for a single offence once and to put a laser van within a SPECS monitored region would be attempting to do just that.
Just a thought, if you are withi n a SPECS area and are held up by, say, a tractor or slow HGV, once you get past you can go as fast as you like as there cannot be a laser van there and the average speed will be within the limit. Just the same as if you gat right behind an HGV as you pass the first SPECS camera so that it can't photograph number plate, you can then go really quickly until you are past the next one with no risk of being caught.
