Dear Mr Gatso - Please Enhance Your Cameras........
Discussion
How about a slightly different use and additional feature feature request for Speed Cameras.
1. We are led to believe that the Scameras are placed in accident blackspot areas, so for arguments sake, let's assume that this is the case (I know that it clearly isn't, but bear with me on this one).
2. When an accident happens (whatever time of day or night), there are regular occurrences where the even thought there are witnesses to the accident, these people do not stop or even come forward. This in itself costs the victims of the accident undue stress and strain on top of any injuries and excessive costs that they may have received and depending on their insurance coverage, they could be severely out of pocket (I know from bitter experience in my younger days).
3. Get the Gatsos to take a rapid succession of photos for any vehicle that passes the Scamera's field of view (we know that the cameras can do this as they do it for the red light jumpers) for a 30 to 60 second period of time. This will not only make people aware that they are now on film and if they don't come forward, also the images are available to the insurance companies (for minor accidents that the Police have no interest in chasing) and police (for more serious offences and injuries/deaths) so that they can chase down these people and ultimate justice if any doubt has been raised.
NOW HERE IS THE CHALLENGE, how to trigger such an activity based on an accident and not stop and start traffic? I know that software exists that could do this as they have this available to many of the camera systems in London and other places so that you can sense slow down of traffic and even track the flow of vehicles and people from one camera to another. Surely this technology could be modified to address this by looking for rapid changes in direction of objects in view, objects coming too close together, objects stopping suddenly, which are all identifiers of vehicles and people being struck.
This sort of solution would give justification to the Scamera truely being in an accident blackspot and be valuable to the whole discovery of what happened in an accident and taking offenders to task.

There's an existing system that simply measures sound, it detects skidding, crunches etc & simply records video constantly but dumps it if not required. Upon it detecting sound it keeps a few seconds worth of data.
Simple & probably cheap but it won't make the £artnerships £'s
They use this at major intersections in Tokyo IIRC.
Great tool for studying accidents - but that's not what 'safety' partnerships are for!!!
