5mph limits? who's road is it anyway?

We have to establish a sense of shared ownership of most of our road system, and the report goes a long way towards doing that. We should give local authorities the opportunity of creating not only 20 mph zones but 5 mph zones in places where children play.
That's from a government document. Do we really think children "own" the road? why do the people who pay for it (us) have so little say on the subject?

Has anyone actually TRIED driving at 5mph?
Its not far off a fast walking pace for gods sakes.
The roads are for driving on, they arent playgrounds!
Everyone played games in the road when they were kids im sure, however cul-de-sacs only otherwise it wasnt possible.
What has right of way? A Car. Not a child. Play in a park, or a garden, or anywhere other than the middle of the road, its just not fundamentally safe.
parents and kids are scared stiff of bieng run over by you dangerous speeders, its too much for kids to know when its safe to cross. I suggest we have a scheme where a man walks in front of our cars with a big red flag, thus warning others of the impending danger of the arrogant motorist following him. I heard this was adopted by our wonderful goverment some years ago. I have searched the 'net and there isnt a SINGLE recorded fatality when this was in force. so it must be safe. I did hear horses were puzzled tho. 

I can see this 5mph thing catching on. For one thing most cars simply cannot drive below 5mph, so it's guaranteed revenue.
Secondly, it becomes faster to walk than drive, hence getting people out of the car - which we all know is a great thing
. Thirdly, it means even when you absolutely must drive all you are doing is taking a very comprehensive umbrella with you. There is no advantage to owning a car.

Sounds like something a government weasel would write. A sense of "shared ownership"? Rubbish. The roads are owned by the taxpaying public. There is no cause or need to share them with anyone. Certainly not government weasels who spend their days thinking up ways to tell us how to live our lives and then take our money to help them do it.
Motorists don't just own the roads, having paid for them once. They have paid for them many times over (and over and over). Less than 6% of revenue from the motorist goes on the roads, the rest is used to prop the country up.

d has obviously never ridden a motorbike otherwise he woould never have been so stupid as to make this comment about 5mph. Even a Harley D struggles to go this slowly
