New SPECS on M60?

I spotted that a new SPECS system was being installed on the M60 on Friday. The cameras seem tto be going up around the Ashton-under-Lyne junction. Does anyone know if this is a road-works installation, or a permanent one?

It's road works, 40 limit IIRC.
