is this a lenient sentence???

I'm a cyclist and a lot of the cycling websites are carrying the story about the sentence given to a driver who last winter caused the death of 4 cyclists by losing control of his car on a bend.
He had defective tyres ( 3 were illegal). Because the accident occured as a result of black ice the judge handed down 6 points and £180 fine. The forums are hopping mad about this - after all isnt it normal to recieve 3 points for each defective tyre plus a £1000 fine if stopped by the police. People feel that cyclist lives are worth less.
What are your thoughts?
