Parking tickets with one date

On the subject of parking tickets again, I founnd my Leeds issued parking ticket to only have one date on it, and apparently they need 2 dates, a date of issue and a date of contravention? I heard this was awaiting a High Court review to determine validity, has there been any more news?
Road Traffic Act 1991 Section 66 (3) appears to contain information that two dates are required:
Date of issue (so that the 28 days payment can be determined), and
Date and time of offence.

held that if these dates were not on then ticket was invalid.
Not known if Barnett took the matter any further.
