NIP ping pong

So NIP number one arrives on time, there are 2 possible unrelated drivers who live at different addresses and which one was driving at the time is not known and they both blame each other, the reg keeper (who is one possible) returns NIP saying the other was driving (which is true to there belief) the other pos driver then gets a NIP and returns it saying the other was driving, a third NIP then turns up again to the reg keeper who fills it out again saying what they did first time round (so now over 3 months have passed). How long can this be kept up for and what if any offence can either be done for? They have both complied with sect' 172 and the plod have no evidence who was driving. So what is there next move likely to be?

I think there are easier ways of earning £60.
