Laser camera and temporary limit on motorway signs

I was recently using the M62 motorway into Liverpool. In this day and age - most of the traffic was travelling at 80mph. Ahead, the gantry signs flashed up a temporary limit of 50mph - which most people ignored. There was no apparent reason for this temporary limit e.g. roadworks or lane closures etc.
However, shortly where the gantry signs were, a Police Office could be seen using a laser gun overhead from a bridge.
My question is - given this situation would the officer been checking for cars travelling over 50mph, or could he for any reason be unaware of the temporary flashed up limit and going for over 70mph.
It was one of those situations I found myself in which is a little unusual and you think to yourself, how do I behave? Most cars just kept going on at 80mph ignoring the signs and I felt that if I went down to 50mph it would be very slow compared to the rest of traffic flow. Pleased to see I never received an NIP though.
