There's a load of roadworks been going on at the Thelwall viaduct on the M6 for ages now. There's a SPECS system monitoring the 40mph limit as the road is taken down to 3 lanes from 4. Thing is there's no work going on on the surface - all the work is under the bridge so consequently there's no workmen or equipment on the surface. If the lanes are no narrower than normal and well marked out with cones, lighting is still in place and functional, how do they justify carving the speed down to 40mph...?

Two directions of traffic flow with no solid divider? The lanes were very narrow last time i went through it.
