Rode up the M1 from London this afternoon (thanks unmarked car for the traffic clearance for the first 70 odd miles ) At J28, saw a HATO reversing along the hard shoulder just after the junction, obviously to try and get onto the slip road to sort out the queue (which had been matrixed)
It's my understanding that they are just ordinary people - are they actually allowed to do the same thing that gets the rest of us a bit-part on Police Camera Action.
As a secondary question, what would have justified the 70 miles on blues and twos? Surely if its that urgent, the local BiB could deal?

Suppose it could have been. Was hovering twenty feet back, as I was reluctant to go steaming past on the bike Had a skinny little thing about two feet wide stuck in the windsreen, sirens, and the alternating headlights could be seen in the rear windows of sleepy inhabitants of Lane 3.
