Number of number plates question
Discussion
ISTR something similar to this being posted a while back, but I can't find it, and I don't think there was a definitive answer anyway, so here goes.
Say you have a very popular car - popular in the context of lots and lots of people have one - a silver 3-series perhaps, or a blue focus. The only thing that makes it different from thousands of others is the number plate.
Now, supposing you moved your official govt sanctioned rear number plate to a different, but still legal, position on the car. Then you covered the remaining none-glass/light surface of the car's rear with other number plates, all bearing different combinations of letters/numbers, which happen to match those of other blue focii/silver 3 series. You might even locate one of these additional plates where the official one would normally go. What, if any, laws would you have broken.
Obviously, these days this would be quite impossible to do because, as we all know, it is illegal and therefore impossible to buy number plates without a V5.
If this were legal, who would the scammers send the naty letter to? Obviously BiBs would have no problem issuing any necessary tickets, as they can stop you, whereas scammers can't.
Note: this is all completely hypothetical, and I would never contemplate anything that could cause any problems at all for those saviours of humanity at Scamming HQ!

I've seen a car like this - old Peugeot 405 Estate (I think - something like that). Had about 3 plates on the front and several on the rear. It was heading down the M3 about 6 months ago. I'm sure it was an attempt to avoid Kengestion scameraification. Not sure if it works though.
Oh, this car also had one of those green 'Speed has killed 10453 people' stickers, and the old guffer was driving at 80mph in lane 2...

Car with a number of VRM's on the rear in addition to the proper one?
I'd have a go under Vehicle Excise and Registration Act 1994 :
Sectrion 43.—(1) If a registration mark fixed on a vehicle as required by virtue of section 23 is in any way—
(a) obscured, or
(b) Rendered, or allowed to become, not easily distinguishable,
the relevant person is guilty of an offence.
Whether I would succed is another matter........dvd

I think "not easily distinguishable" might do it?

I think that would probably do it, although the valid VRM would be perfectly legible. But, given magistrates' elastic view of Albion's laws, you'd probably be "bang to rights".

DVD - I seem to recall another clause that made it an offence to display the wrong VRM, but I can't find it at the moment. I found it after I followed a heavy with about three different plates (the other two were clearly yard identification plates).
So if your charge fails, we can dig the other up and hit them with that...

You are probably refering to VERA again:
Section 44.—(1) A person is guilty of an offence if he forges, fraudulently alters, fraudulently uses, fraudulently lends or fraudulently allows to be used by another person anything to which subsection (2) applies.
(2) This subsection applies to—
(d) a registration mark,
(3) A person guilty of an offence under this section is liable—
(a) on summary conviction, to a fine not exceeding the statutory maximum, and
(b) on conviction on indictment, to imprisonment for a term not exceeding two years or to a fine or (except in Scotland) to both.
'Fraudulent' used to be defined as things done with intent to defraud on Excise Duty but a later case changed this and is implied if fdone with intent to cause a person in public office not to take certain action or preventing him from doing so.
