Do I report it? Would the Police care?

Driving, coming off the A406 towards the A12/A13 and a Black BMW 7 series with headlights flashing comes at speed up my backside.
My first reaction was that perhaps it is BIB and that he is in an unmarked car, so I look to move into the left hand lane. Traffic was moving at 40mph in both lanes and I was not able to move over.
Look back in my mirror at the individual driving the Beemer and it is a large black gentleman. When I do not move over immediately he brakes hard no doubt causing the person behind him to do an emergency stop and then swerves wildly into the left hand lane.
As I moved over into the left hand lane and onto the off ramp for the A12, he then pulls along side and gestures at me with his mobile phone (I'm not sure whether he was threatening me or trying to take my picture, I forgot to smile).
He was dressed in a trilby hat and full length leather coat, certainly didn't look like a Policeman unless he was a Policeman who thought he was Wesley Snipes (drug dealer?).
I considered phoning the Police to report said individual but there was nowhere to stop immediately, but then I thought would the Police bother to follow it up.
No doubt they will eventually catch up with him when he finally causes an accident, but then he will get away with 2 seconds community service because the prisons are full.
End of rant, sorry to bore you all but pees me off when we have lunatics like this on the road who drive with apparant impunity whilst were I to fracture the speed limit on an empty motorway I would have the book thrown at me.

Agreed.. As long as he tells them the driver was driving at 46mph in a 40 limit...........
Tell them he was exceeding the speed limit and they'll probably use it as a justification for a camera or some speedbumps on that stretch of road...........
I can't work out what you want to report him for. Nothing in your posts suggests he was impersonating a police officer. All he seems to have done to annoy you is to belong to a minority on the one hand and a majority on the other (IC3 driving black BMW 7 series and acting like a tosser
