Spent over an hour on the phone to these people today banghead I part exed a car in early December and on the 20th of December the new owner got a parking ticket. Because the DVLA hadn't update the details I got the letter through the post. Sent off my appeal in February and the same day I sent it I received rejection letterconfused The new owner had appealed the ticket but they had written to me because my name was still on the DVLA database at the time of the offence. Yesterday I received a letter rejecting my appeal because they couldn't read the date on a title transfer document.

The girl I spoke to couldn't seem to understand that it didn't matter that they couldn't read the date as someone else had already admitted to having the car. I asked them to send me all the documentation they had on the penalty including the letter from the new owner for an appeal. Which initially they said couldn't do. A lot of ranting later I got speak to a manager who said they could send me all the documentation. I then pointed out to her that this could potentially breach the data protection act because it would include the letter from the new owner. She said she would call me back which she actually did! After a 5 minute conversation the penalty was transferred to the new owner. All in all its cost me about 4 hours of my time to sort this out. It would have been less grief just to pay the £50 fine.

Worth knowing that Westminster cancel a higher number of parking tickets than any other borough...

And then get the bailiffs round when they refuse to pay.

You can't bill them for your own time, but if you use an external service to solve the problem for you and invoice you, you can claim that invoice as a cost.
