Camera Parking Fine
Discussion
Hi chaps
Got a new question (as far as i can see)
I received a parking fine dated 4 April 2007 for an offence on 12 March 2007
2 photos - 6mins apart of my car parked on a loading bay space
The main question is - is they're a time limit on sending out parking fines as per speeding NIP's ?
I asked the same question a couple of years ago and was told that there is no time limit. Probably worth checking again though
I think it was these people I contacted.

Assuming this happened in London as this site is only for London. For the rest of the country it's

No time limit as you have found out but if it was three months then Adjudcators don't like this as abuse of process.
It London your in Woof? Evidence from camerea accepted as opposed to PCN stuyck on vehicle/given to driver.
In these cases they send Notice to Owner.
Charge not paid in 28 days the penalty is increased.
No appeal received in 28 days from service of N2O LA can ignore any representation.
As you say the term unloading implies something heavier than a cheque.

Not trying to get you off but I am curious. Is the camera a video or just stills? If it's stills how do they know you didn't unload a large item between pictures. Also, could you not claim to have been delivering and then found you had got the wrong address - but it took a while to find someone who could tell you that you were in the wrong place?
I checked out the actual sign today - plenty of cars parked in the bay (enough room for 6 cars)
The sign say something like "Loading only - commercial vehicles - vans" 8am - 6.30pm "
so i've paid the fine - can't argue against it - though can't think that I've seen a commercial only loading area !

Why should it?
If an item requires physical delivery, it requires physical delivery.
Maybe it means something bulkier then a cheque that can't be delivered in the post via the letterbox.
I had this discussion with my local traffic wardens and envelopes just don't count, nether do pizzas or sarnies, lol!
A courier would probably get away with it but the OP isn't a courier.

Hey boosted - fancy seeing you here
It's all BS - stick a big parking bay, by 3 banks and a dozen shops, then make it commercial van loading area only (on the one and only sign) and then stick a CCTV camera up
How many people do you think they get a day - min 10 ? 6 day week = £2400 X 52 weeks = £128,000 per year !
even if you halve that - it's still a big number from one camera

My recollection was that this was large and heavy items or many small items which would be impractical to unload otherwise. Your weeks shopping - twenty bags - counts, even though each items (a bag) is small and not heavy.
You must be engaged in loading / unloading for upto 20 minutes max, and you are allowed to do paperwork for a commercial load, but once loading/unloading is finished you must move on.
