I stopped this morning on my bike as i went across the town and asked them "if they should be obstructing a junction?", their response was rather abrupt.

Looking at this if anybody has an accident at that spot they'll be in trouble. There is an excuse if they are attending an accident or have "Blues" on but parking in that manner is irresponsible.

Ahh, but if someone has an accident, that will mean that there can be an official mobile trap location added to that point!

I am sure that this is not the officers motive, but the whole process is highly ironic that in the process of:

1) Hiding adequately to that the speeder does not slow down so,

2) The speeder will speed past the police car and

3) There will be enough evidence to convict as

4) If they are speeding there *may* be an increased risk of causing an accident and

5) Catching them may change their future behaviour...

In the process of this they park in such a way that the Highway Code clearly shows is wrong as it obstructs peoples position and view through a junction - thus increasing the risk of an *actual* accident.

It just shows how the current speeding culture has got so abstracted from it's original remit that it is now affecting the motivation of those put there to protect life.

Oh no it isn't! Whilst it's difficult to give an exact meaurement in feet and inches, I'm equally sure that's not what you meant. One can tell from the shadows that they are parked in a dangerous position, about three white lines back from the junction. It's also where the curb arcs around to open up the junction to left-turning traffic. In other words, illegal parking.

We also have a "witness statement" from the OP who sounds like a reasonably experienced motorcyclist to me. He was clearly affronted by the poor judgement of the officers. Obviously we don't know what their true purpose was in stopping there, but you'd agree there's a prima facie case to answer.

Great, we can all line up to condemn the BiBs, outrageous, dangerous, appalling, double standards, hypocrites …blah blah blah.

Really what does this thread add? If the person taking the photo felt that strongly about it then go and make a complaint. Especially given the traffic chaos shown in the pic.

I wouldn’t have parked there and I am not supporting the BiBs who did but it’s a decision of one officer and it’s held up as another opportunity to bash all BiBs. If it was a policy decision then I could understand it

The reason the OP posted was to ask if it was legal for them to park there to carry out speed limit enforcement... or *should* they pass it on to the local CC. and point out theres they could have parked in the layby 50yrds up the road to provide a visible presence and deter speeding.

edited to add - posted here as the origonal thread decended into a general witchhunt against the police (strange for a cycling forum) i wanted a more level headed approch, to get a firm answer

Agreed.

As a side note, whilst the distance to the junction may be open to debate, they are clearly parked in a park of the road which has clearly been engineered so that drivers can use a larger part of the road in assisting them to negotiate the junction better.

I personally wouldn't report anyone parked there for unnecessary obstruction, let alone dangerous position.

The Highway Code said:

217: DO NOT park your vehicle or trailer on the road where it would endanger, inconvenience or obstruct pedestrians or other road users. For example, do not stop

near a school entrance
anywhere you would prevent access for Emergency Services
at or near a bus stop or taxi rank
on the approach to a level crossing
opposite or within 10 metres (32 feet) of a junction, except in an authorised parking space
near the brow of a hill or hump bridge
opposite a traffic island or (if this would cause an obstruction) another parked vehicle
where you would force other traffic to enter a tram lane
where the kerb has been lowered to help wheelchair users
in front of an entrance to a property
on a bend.

Why not?

It is clearly a stupid place to park, and forces other road users to drive across to the oncoming lane to get around you. Thats beside clearly breaking the Highway code on distance from a junction

You ever driven around any of our major cities ?
I see far worse than that many many times everyday. I haven't got time to deal with those cases & I wouldn't even give that a second glance whether it be your car or any other car.

Then is it possible, Von, that you aren't doing your job properly? [winks/]

Also, Crispy has just said he couldn't tell how far away the car was parked. So how can you say you wouldn't prosecute? By default, one of you MUST be wrong!

As to the comment on this turning into an anti-BiB rant, I'm sorry I think that is being quite ridiculous. I'd make exactly the same comments if it was my own granny parked there! The point is that BiB should set an example. Surely nobody disagrees with that?

Have to do it all day every day, or else I'd spend my time doing nothing other than filling in tickets for trivial matters.

What? Like minor speeding transgretions?
