He received a letter this morning saying that he is to be given a £60 fine and three penalty points, don't they have to send the letter within 14 days, therefore the letter is invalid?

He was doing 37 in a 30, not anything drastic.

They need to issue the letter within 14 days. It could get lost in the post and it doesn't change a thing. In fact he never even needs to recieve it! It simply needs to be issued. Check the issued date for being within 14 days of the offence. If its after then get professional advice because someone screwed up and it might be to your mate's advantage to point this out. If the issued date is within? Take your choice...

If it has got to the stage that he is being offered a conditional offer, surely he was identified as the driver under Sec 172 prior to that offer.

IIRC, if he was caught by BiB then he would have been told he was being reported which is the NIP.

The 14 day rule applies to speed cameras who have to request details under S172.

If he was stopped by Police though, he'd have been given the FPN there & then if it was applicable.

no, if he is the RK, he needs to receive it within 14 days, but as stated above, that only applies to the first letter
