I was flashed going slighty over the speed limit (55-60 in a 50) on the A1 back in march.
I have just received a letter of non-response to a NIP, the thing is I never recived the original and this copy was sent on the 17th May but arrived today.

Have they left it too late to issue a ticket?

Not if they sent the NIP within 14 days. It's now up to you to prove they didn't (fair isn't it?)

I probably could in a roundabout way.....

The letter states that I have to reply within 28 days otherwise its an offence.
But its been 28 days already.

It's a bit thin.....

Update - Just phoned the ticket office and the orignal NIP was issued on the 18th April, the offence was comitted on the 30th March.

Are weekends included on the 14 days?

I'd be calling them back to ask for it to be cancelled on the basis of late issue.

The original needs to be posted so you receive it by the 14th day (unless you have recently changed keepers then they have get out). So 18 days is very nice for you. Just make sure when you call them that you re-ask this question as to when the original was posted, then laugh down the phone I guess.

Put it in writing andd state that you were informed of date of offence ( 30/03 ) and date of NIP ( 18 / 04 ) Preferably get them to confirm your understanding or at least not immediatelay deny it. That will hinder them stating later that it was sent within the 14 days.
