A different NIP question

Forgive me lack of knowledge as I am acting on second hand information.
A work colleague has just had an NIP which I encouraged her not to sign.
She tells me there are two signatures required and she made the mistake of signing the one which confirmed her address, but not the one at the end of the document. The form is filled in as per the legal requirement.
Does this mean the NIP will stand?

They want her to sign so that they can make her a splendid offer! Can you guess what it is yet
At the moment they have no evidence so my guess is that she's off the hook. Tis up to her what she chooses to do but if it helps, I think most insurance companies aren't concerned about minor speeding offences.
